Feilding Borough Council
The ordinary meeting of the above wj held on Thursday night. Present— Tl Mayor (Dr Monckton), Crs T. 11. Chan beflain, W. E. Chamberlain, E. Goodbi here, Haybittle, Fowles, J. C. Thompsoi Lethbridge, Rutlierford, and Fairfiel Thompson. The minutes of the previous meetin were read and confirmed. . . CORRESPONDENCE. From Rangitikei Advocate, applying fo payment of an account, 15s for advertis ing a meeting re action of West Coas M.H.R.'s. From the chairman Library Committee re non-payment of Library Rates, accord ing to arrangement made with th< Borough when the Committee took ovei the management of the Library. From H. Holland, applying that bit name be taken off the rate book and th< name of Mr Chapman put on instead (Application informal.) From Treasury, advising payment tf credit of the Borough i'l2 0s lid rates or Crown lands. Inventory of documents received by the Town Clerk from Mr C. Bray on his resignation as Borough Engineer, e From Dr Jolinston, stating Mrs Eade is suffering from typhoid fever. From Dr Charlton, reporting scarlatina in Mr Strawbridge's family, at Makino. Report of poundkeeper. Report of Public Works Committee was read and accounts passed for £38 14s Id. Report ot Finance Committee, with estimates for 1889-90 of revenue and expenditure were read, and accounts passed for payment for £25 5s lOd. Proposed by .Cr Fowles, seconded by Cr F. Thompson, That the reports of the Finance ana Public Works Committees be adopted — Carried. ■ Proposed by-Cr J. C. Thompson, seconded, by. Cr.F.. Thompson, that the estimates as prepared for 1889-90 be adopted. —Carried. . ■ The letter . from the. chairman of the Library Committee was discussed, Cr Powjes, who was. also a member of the Library Committee, said the Committee understood they were to commence free of all debt, but a. sum of £1 had been deducted by the Council from the amount of rates promised. Cr Haybittle did not see why the; Council should pay off old scores for the Library. The committee had had a trial. of eleven months, and if they could- not make the Library a success it should be closed. Proposed by the Mayor, seconded by Cr Lethbridge, That the sum of be advanced to the Feilding Public Library against the Library rates. — Carried. The Council went into committee to consider a proposal to borrow JSOO from the Trust Commissioners. The proposal -was declined. - The Council resumed* Proposed by the Mayor, seconded by Cr T. R. Chamberlain, That the surplus of .£SO to the credit of the interest \ account be handed over to jthe. Sinking Fund . Commissioners for investment.— Carried. Proposed by the Mayor, seconded by Cr T. R. Chamberlain, That' Cr flaybittle and the Mayor be authorised to. sign the agreements with the Poundkeeper and Ranger, and affix the Borough seal to the same. — : Carried. Proposed by the Mayor, seconded by Cr T. R. Chamberlain, That notice be given it-is the" intention, at the next ordinary meeting, to strike the ordinary rate of one shilling in the- pound and a library rate of one penny for. the financial year ending 31st March 1890.— Carried. Proposed by CrT. R. Chamberlain, seck orided by."Cr..J. C. Thompson That the Mayor. and mover be a committee authorised/ to secure a paddock for the use of the public^ pound.— Carried on the casting vote ""of tile" Chairman. Proposed by Cr Eowles,. seconded by the Mayor, That the matter of cleaning out the well at the borough pound he, referred to. the Public Works Committee with power to act. — Carried. Proposed by Cr J. C. Thompson, seconded by CrT.R. Chamberlain, That tenders <be called for carting metal and the use of teams for the . ensuing year.—Carried. . : .. .■•..'. Cr Rutherford called' the attention of the Council to the fact they had no borough engineer. The Mayor said the Council had sufterea no inconvenience in the mean time, and at the next ■ meeting of the Council he would Jbave. a proposal to make on the subject. . ' Tenders for cutting flax were opened as follows :— P. and J. Bartholomew, 3s per ton (without conditions) ; Hanson and Son, of Havelock, Is Gd per ton (for seven years) ; W. W. Corpe, Is 9d per ton (for five^.ears); Gichard, Ko.vman, Caldwell, arid Co., 4s 7d per ton, or £1 10a 6d for dressed, for seven years. Cr E. Goodbehere did not think they could give a right for. seven years. Cr Haybittle said the term should be clearly defined. Proposed by Cr J. C. Thompson, seconded by the Mayor, That the tender of Messrs Gichard, Newman, Caldwell and Co. be accepted at 4s 7d per ton, conditionally that neither, party be bound for more than the financial year, and failing ' the alteration being subscribed to, that Messrs Bartholomew's tender be accepted. — Carried. BOEING ARTKSIAN WELLS. There was only one tender, that of J. Gayton Glarke,- as follows :— lst 50 feel 7s 6d, 2nd 50 feet 9s, 3rd 50 feet 11s 6d, 4th 50 feet 14s. Proposed by the Mayor, seconded by Cr W. E. Chamberlain, That the abov< tender be refused, , and the Town Clerk be authorised to advertise for fresh tenders for artesian boring. Cr Hay.bittfe thought it was premature the Council waa nor in a position to make the experiment.- .He would vote agains the resolution. He thought the mattei had gone far enough. The bulk of th< "" ratepayers were against it. He though it would be-better to, go to the Kiwtei to bring in water and do the thinj properly. : Cr 3.G. Thompson. supported the reso lution. He had no doubt they could ge water by boring. We could afford to di a little speculation for the benefit of th borough. . : . Cr Fairfield Thompson said the <ounci should be prepared to keep faith with tb contractor.
