Received February 23,12-30 p.m. ' London, February 22 Parliament was formally opened to day. In the House of Commons, the Bight Hon. John Morley gave notice of an amendment to the Address-in-Reply, to the effect that the harsh, oppressive, and unjust government in Ireland was viewed with aversion by the people of Great Britain, and urges conciliatory measures should be adopted fear the Government of that country. ./ Mr Gladstone, in the course' of nis speech, adverted on the danger of largely increasing the army and navy. The debate has been adjourned. Lord Salisbury, in the House of Lords-, referring to Irish affairs, said peace and order were steadily returning and that agrarian outrages and boycotting had greatly decreased.
