It is rumoured that Russia is urgiLg Persia to cede her tbe town of Kelat. Sir John Gorst states that the strength of the navy is being increased. A shock of earthquake was experienced in Lancashire. People were so frightened 1 that they stayed in the streets till midnight. February 13. Last night a negro was surprised by the landlord while entering an hotel in Swansea, the object evidently baing robbery. The landlord closed with the burglar and a desperate struggle ensued, which terminated in the negro murdering the landlord by cutting his throat with a razor. In the meantime the disturbance had awakened the landlady, who appeared on the scene with a revolver and fired at the negro, wounding him. The latter, however, managed to escape from the hotel, but by this fame the whole street was aroused. Thousands joined in the hunt, the murderer being eventually captured. Bkhlin, February 12. Eight laborers on the railway line near Halle, Saxony, were run over and killed. The Reichstag has voted twelve million marks for the purpose of increasing the strength oi the artillery. The German authorities express surprise that the United States should insist on a truce being observed until Mataafa has evacuated the lands which are alleged to belong to German subjects. Bcda Prstjh, February 12. The Emperor and Empress of Austria are now ou a visit to this city. In memory of Prince Rudolph the city was draped in black. Tneir Imperial Majesties met with a most enthusiastic reception. Washington, February 12. The senate has voted a quarter of million dollars for the protection of American interests at Panama. The Samoan Conference will probably not meet before April. Pakis, February 11. The Panama Canal Company is being reformed, with De Lesseps as honorary chairman. Suakim, February 12. Osman Digna has evacuated and burned Handoub.
