Blß,— As all owners of dogs who neglect to register them within 14 days from the first instant are, by the fourth section of The Dog Registration Act, 1880, liable to j& penalty not exceeding £5, and which, if the Registrar of Dogs does his duty, -ought to be enforced without delay. I scarcely see the utility (even if it is not ultra vires) of the resolution as to the dog-tax passed by the Borough Council at their meeting on Thursday evening. If the Council considered it desirable to reduce the tax, would it not have been simpler to have done so without conditions?
