Feilding Borough Council

Thursday, January 8> 1889. \g The ordinary meeting was held as above. Present — The Mayor (Dr Monckfcm), Councillors F. Thompson, J. C. Thompsonj G. W. Fowles, Rutherford, and W. E. Chamberlain. Mr Edmund Goodbehere having made the usual declaration' took his seat. The minutes of the previous meetings, special and ordinary, were read and confirmed. .■--■• CORRESPONDENCE. From E. Young, asking the Council to put kerbing to the footpath in front of his section in Kimbolton road, and offering to make the footpath. Report of the Engineer on Warwick street bridge, and cost of the work to make it passable. Report of the Publio Works committee was read and accounts amounting to £14 11s 6d recommended to be paid. Report of the Finance Committee was read and accounts amounting to £13 5s 5d recommended to be paid. Letters were read from the late Mayor re franking Mr and -Mrs Stewart to Wellington by railway. From the Auditor-General returning* the audited balance sheets of the Borough. Some discussion took place on Mr Young's application for kerbing. The Engineer mentioned the probable cost to Council. Cr Goodbehere asked if the kerbing would not bear a proportion of about a third of the cost of the foothpath. The reply was in the affirmative. Cr J. C. Thompson objected to putting fancy patches of footpaths down in the Borough. Cr Fowles proposed, and Cr J..C Thompson seconded, That Mr Young's proposal be not entertained. Cr Fowles said if the Council started that kind of thing it would have to be continued. Where others had required, footpaths they had to put them down for themselves. Cr Rutherford thought the question Had been settled at the last meeting of the Council. Cr J. C. Thompson said he did not want to make fish of one and flesh of another. If it had been done for others it should be done for Mr Young. Cr Goodbehere said Mr Young had already a good footpath and anything more would be merely for show. Cr F. Thompson said he would, move as an amendment that the Engineer prepare a plan of a simple kerbing for a footpath and bring it up next meeting. Cr Fowles spoke in explanation of the* reasons Mr Higgin's footpath had been made. Mr Higgin having paid most of cost. The Mayor seconded Cr F. Thompson's amendment pro forma. *. Cr Goodbehere pointed out that it was not an amendment to the resolution. The words " before Mr Young's request be granted" were then added to tfcte amendment. - ' Cr Fowles then asked permission to withdraw his motion. Permission granted. The following then became the substantive motion — Proposed by Cr F. Thompson, seconded by Cr Dr Monckton, The Engineer draw out plan 3 and cost of a simple kerbing suitable for front of footpath and- submit to next "meeting. — CarriedCr Fowles at this stage explained tk> circumstances of the man Stewart being . provided with a 2nd class, railway ticket to Wellington. ":■■• The audited balance sheets of the Borough were ordered to be laid on the table. TENDERS. There was only one tender, from Mr Joseph Belfit, for making Hubner's road, and as it was above the Engineer's estimate fresh tenders were ordered tojbe- , called for. Messrs Gawler and Co. were the only tenderers for supplying totara timber to the; Borough for the current twelve months* and it was ; - Proposed by J. C. Thompson, seconded by F. Thompson, That the tender of Gawler and Co. at 9s 6d 100 feet for; the supply of heart of totara timber for borough use be accepted, subject to the, deposit being paid as per specifications.—. Carried. Proposed by Cr Goodbehere, seconded' by Cr Rutherford, That the names of W. L. Fetch, J. G. Cobbe, Benson and Fetch, and W. Campbell be placed on the burgess roll as per their applications. Carried. There was some discussion on the subject of the payment of excess of poundages, into the funds of the Borough. Cr Goodbehere thought, as there was a case pending against the Poundkeeper it. would be better to defer any discussion* until a future day. The Mayor thought it would be as well for the Finance Committee to inspect thebooks of the Poundkeeper. - Proposed by Cr F. Thompson, seconded byCr J. C. Thompson, That the Town Clerk be instructed to direct the Pound-, keeper to produce his books for the inspection of the Finance Committee, at a meeting to be called at an early date. — Carried. The Mayor reported the Dog Tax Collector had not sent in his accounts up to ■•" the end of the year. Cr Goodbehere suggested application be made to the Collector and proper notice be given for him to furnish the Council with necessary accounts. Proposed by Cr J. C. Thompson, seconded by Cr F. Thompson, That the late Dog Tax Collector be notified that unless he renders a correct account of, and pays over all moneys belonging to this Council within three days from this date, proceedings will be taken to compel hfrn to do so. Cr Goodbehere proposed as an amendment, which was seconded by Cr Rutherford, That a notice be sent to the Dog Tax Collector requesting him to hand in to the Town Clerk, by Monday the 7th January, : all the badges and collars in hiß possession, together with the receipt book and money collected. The amendment was lost by 4 to 8. The original motion was put and carried. Proposed by Cr J. C. Thompson, seconded by Cr F. Thompson, That 5s be the Dog Tax for 1889 paid in three months, 7s 6d in six months, and 10s -if sued for afterwards. Cr Goodbehere objected to any alterations. The Mayor ruled that the wording ■could be. altered to make it legal, in fact to alter the sense. Cr Goodbehere : Yes, to put sense in it, l>eeause' there was none in it before. The resolution corrected as follows was ' then read Proposed by Cr J. C. Thompson, seconded by Cr F. Thompson, That the Dog Tax be 10s for the year 1889, but that a rebate of 5s be made if pa-id within three months from due date, and 2s 6d if paid between three and six months. — Carried. Proposed by Cr Monekton, seconded by Cr J. C. Thompson, That the Town Clerk be appointed I)og Tax Collector for the present year at the same remuneration <2s) and that the Borough Council Chamber?, in Peilding, be the place of payment during office hours. — Carried. Proposed by Cr F. Thompson, seconded by Cr J. C. Thompson, That the Public Works Committee inspect and report on the remaining bridges to the next meeting of the Council. — Carried. The Engineer reported on the dangerous state of a culvert at the corner of "Warwick street and Grey street. Cr F. Thompson said the Council should now begin to consider the using of glazed pipes in place of wood in culverts. This was all the business and the Council adjourned.
