Kiwitea Road Board

The ordinary monthly meeting of _^^he above was held on Saturday after'^noon last. Present — Messrs Williamsou (in the chair), Haythorue, and Lucas.

The minutes of the last ordinary meeting were read and confirmed. Correspondence was received and dealt with seriatim as follows : — Durling and Holly, T. Shorthall, O'Leary and Lynch, and Whitbourne aud Davis, asking for extension of time on their respective contracts. Proposed by Mr Williamson, seconded by Mr Lucas, That the applicants be granted an extension of one month, with the understanding that if contracts are not finished by that time the full penalty will be enforced. - Carried.

T. R. Chamberlain, asking permis sion to fell roadline.

Proposed by Mr Williamson, seconded by Mr Lucas, That the request be granted, the bush to be all felled ahd full width, price not to exceed 30s per acre. — Carried. W. Baker, asking permission to fell roadline.

Proposed by Mr Williamson, seconded by Mr Lucas, That permission be given, everything to be felled full ■width, price not to exceed 25s per acre, to be paid when the ward is in funds.— Carried.

District Survey office, re deviation of Williamson's road.

Proposed by Mr Williamson, seconded by Mr Lucas, That the Clerk write to say that, as soon as the fences are taken up and removed to their proper places, the transfer by Mr Williamson will be duly signed, but the Board does not see its way to take the responsibility of declaring the present road closed till the other road is opened. — Carried. District Survey office, telegram in reply to the Clerk's application for fulfilment of promise by the Government of the payment of the thirds due on Sandon Small Farm Association's Block, as a numuer of contractors were waiting to be paid for the work they had done out of the money so promised. The telegram read as follows : — " The Receiver promises to pay thirds as soon as he completes present sale." The Board expressed an opinion that such a way of treating this matter, on the part of the Government officials concerned, was about as "cool" a piece of business as could be. well imagined

District Survey office, asking for sketch of Terrace road and proposed deviation ; and W. Waugh, H. Boggins, and T. Lowes, on the subject of said road aud deviation.

The Clerk was instructed to write to the owners of bections on Terrace road, askiug permission to alter roadline.

J. Belfit, re his metalling contract, asking permission to take balance of metal from Major Moore's pit, on account of distance, or some concession be granted with reference to price ■of his contract.

It was agreed that the matter be

left to be dealt with by the Engineer. H. Bruce, resigning the position of for Makino ward. Proposed by Mr Williamson, seconded by Mr Lucas, That Mr Bruce's ■resignation be accepted, and that the iA- oik take steps for an electiou to fill tlie vacancy. — Carried. Proposed by Mr Lucas, seconded Ly Mr Williamson, That tenders be called for metalling Finnis road in two contracts, tenders to be in by next meeting. — Carried.

Tenders for bushfelling, stumping, <] earing, and making bridle track on Apiti road were received from Younger aud Laing, and from J. McColl, and the latter was accepted on certain arrangements by the Engineer.

Mr Menzies waited on the Board to ask for an extension of time on one or two contracts, and the Board acceeded to the request.

Proposed by Mr Lucas, seconded by Mr Williamson, That steps be taken to have the Cheltenham Cross road, being the boundary between the Manchester and Kiwitea Road Districts, proclaimed a boundary road. — ■Carried.

A short conversation ensued on the proposal to alter the it presentation in the Board by creating four new wards, and electing four new members to represent the same. Mr Haythorne spoke against the proposal, and contended for a re-dis-tribution by two new wards only.

Messrs Williamson and Lucas each pointed out the advantages of the proposed four new wards and members, and especially urged the proposition on the grounds of fairness by giving equality of representation to the ratepayers concerned. Mr Williamson proposed, and Mr Lucas seconded, That a copy of the proposal, together with a plan of the proposed sub-divisions and boundaries, be forwarded to the Crown Lands office for approval, and that the necessary steps be taken to alter the said representation. Mr Haythorne voted against the motion, which the Chairman declared carried. Proposed by Mr Lucas, seconded hy Mr Williamson, That the Engineer pass all bushfelling on roads in Pohangina ,yard authorised by the Board pre rious to payment being made. — Carried.

Proposed by Mr Williamson, seconded by Mr Lucas, That a general rate of f d in the £ under the Counties Act, and a general rate of £ d in the £ under the Road Boards Act be now made as per special order, payable on the Ist day of November, 1888. — Carried

Resolved, That Mr Lucas sign the cheques for this meeting. After passing accounts for payment, the Board adjourned.
