No. 6 Ward
With reference to an article in the Manawatu Times a few days ago on the subject of the tolls of the Otangaki bridge, we may inform our contemporary that what the Manchester Board really did was to refuse to make the tolls general revenue as Mr Bell proposed. It must be remembered that an undertaking was given to No. 6 Ward that it should have the benefit of the tolls in the Ward Accounts, and a majority of the Board decided that to agree to Mr Bull's proposal would be a breach of faith. Nothing whatever was done about the special rate, which by the way, haa never been levied, and never will be, the Board having undertaken not to do so. The adhesion of the ±soard to its pledge, re tolls, is tbe best guarantee that it will also keep faith in the matter of the non-c:>llection of the special rate. Our contemporary should know that the Board has no power to relieve any district of its liability to pay a specialrate, which is the security for any loan to the Government. All the Board can do it ia doing— i.e. : paying the rate out of geueral funds, instead of collecting the special rate W r e may state that our report of tbe last meeting of the Board, gave a fair resume of all that was said on the subject. What was not said was not reported.
