Tlie man Fitzgerald who was arrested and who confessed to having committed the murder at Birtley, in Durham, is pronounced insane. Sir Morell Mackenzie's book on the illness of the late Emperor Frederick is announced to be published about the middle of October. He will endeavour to prove that had the ordinary course of treatment been followed the Emperor need not hare died. He states that undoubtedly thr Emperor died from cancer which was pro luced by the treatment of the German doctors; The Admiralty have appointed a committee, consisting of admirals, to draw up a report on the recent naval manoeuvres on the English coast. Sir William Armstrong declares that cruisers of the Piemont type with a speed of 21 knots are the best adapted for the defence of commerce and the coast line It is reported that the Czarewitch is betrothed to Princess Maud, daughter of the Prince of Wales. The Kigbt Hon John Morley, speak ins; at Ipswich, said that Mr Chamber* lain's scheme for local government in Ireland was more dangerous to the union of the Kingdom than the scheme pro* pounded by Mr Gladstone. Two hundred thousand English, Welsh and Scottish coal miners are demanding 10 per cent adrance on the wages at present paid to them. September 30. Mr Gladstone has refused to subscribe toward the Scotch Home Rule agitation, because he was afraid that such a movement at the present juncture would pre* judice toe prospects of Irish Home Rule. The cotton* spinners are only working half time. An ultimatum has been sent to the murderers of Colonel Battye, demanding the surrender of tne ringleaders and the payment of a fine of a thousand rupees by the 2nd October. Beblik, September 28. The Minister of Justice has given orders for the prosecution ot the publishers of the diary, the Emperor William having consented to this step being taken. It is supposed that Professor Geffken, of Hamburg, is the compiler of the diary. Zanzibar, September 27The rebels have renounced their alle giance to the Sultan, on the ground that he has no power to transfer the country to the Germaus. The tribes are flocking to the coast in immense numbers, and all German residents have been expelled, except at Bagamoyo and Durhalaun. Vienna, September 29. During the artillery practice to»day. which wat witnessed by the Emperor Francis Joseph, the officer in charge ot the guns paid no attention to the order when cease firing sounded by the bugle, and the Emperor, who had gone to in* spect the targets, narrowly escaped being struck by a projectile.
