The Parnell Commission

Sir Janes Hannen, President of the Commission appointed to enquire into the charges and allegations against certain members of Parliament, in the opening proceedings, stated the enquiry would be restricted to persons and charges affected by the statements made in the recent libel action of O'Donnell v. The | Times. The right would he reserved to I call any one able to elucidate any of the issues to be tried. The proceedings would be conducted according to the rules of an ordinary court of justice. H» ruled that both parties were bound to discover all documents. If neither party appeared the Court would itself thoroughly probe the charges. Sir Charles i Russell, and with him Mr Asquith, appeared for 84 Parnethte members, and Sir Richard Webster^ Attorney-General, with him Mr Graham, appeared for The Times. Sir James Hannen considered The Times ought to begin; and Mr Graham agreed to produce fac. similes oi letters affecting Mr Parnell, Mr H. Campbell, member for Fermanagh, and others. The Court ruled that. motions to examine ; Egan in America, and for the release of Dillon from prison, were premature ; but the latter would be allowed out oa bail during the sitting of the Commission on the condition that he would refrain from ; taking any part in public affairs. The Court then adjourned till October 22. The police are applying to be repre- : sented at the enquiry by counsel. j
