At the suggestion of the Speaker the day was altered to Thursday, the Bill being a local Bill. The Legislative Council's amendnents to the Slaughterhouses Act Amendment Bill was agreed to. The Fencing Act Amendment Bill was further considered in committee, and was subsequently reported with amendments, read a third time, and passed. The Justices of the Peace Act Amendment Bill was further considered iv committee. A new clause was added to the effect that justices might, if they thought fit, order the costs of the arrest of a defendant to be paid by the complainant on dismissal of the complaint or information . The Laud Transfer Act Amendment Bill and the Ratiug Act Amendment Bill were agreed to, reported, and read a third time aud passed. August 22. The Hou. Mr Hislop moved, That the Hon. T. H. Haultain be nominated to fill the vacancy on the Representation Commission. Mr Macarthur moved, as an amendment, That in the opinion of this House it is undesirable to fill up the vacancy until the question of the adjustment of quota had been dealt with. After some discussion the Premier said he was taken by surprise at Mr Macarthur's amendment. If the House chose to agree with the amendment he would accept it at once. The amendment was then agreed to on the voices. The Hon. Mr Mitchelsoa moved the second reading of the Public Works Act Amendment Bill, which he explained was a machinery measure. The second reading was carried. The Premier moved the second reading of the Harbors Act Amendment Bill. He warned the House that if they rejected the Bill they must be prepared to find the whole of the liabilities of these Boards cast on the colony. Mr Bruce said the Premier had not advanced one valid reason why the Bill should become law. He moved that the Bill be read that day three months. The amendment was carried by 44 to 16.
