The National Zeitung publishes an article, in which it states that the connection between the Australian Colonies and England is daily becoming weaker. London, August 6. The Right Rev. Dr Mackerness, Bishop of Oxford, has resigned. TheJ Australians have arranged a match against an eleven of the South of England, to be played at Hastings in September. In a letter to the Times, Mr Parnell challenges Mr Chamberlain to publish the Irish Local Government and Coercion Bill, which O'Shea alleged he drafted but which were not accepted by the last Cabinet. Mr Parnell states that in those Bills, Councils were to be substituted for Parliament. It is probable that a conference will be convened at Berlin to settle the Bulgarian difficulty. The Parnell Commission will meet promptly to decide on the method of working the enquiry and limitation of the charges. It will then adjourn until October.
