Feilding Borough Council

The ordinary meeting of the above was held on Thursday evening. Present — Mr Goodbebere (Mayor), and Councillors.. Haybittle, J. 0. Thomp,son, P. Thomson,. Wor&fold, Fowles, Chamberlain, and "Moncktbn. The minutes of the previous meeting were read and confirmed. CORRESPONDENCE.- „ From T. E. Wiltshire, applying for a license as- beliringer. - From J. Prior, solicitor, re a certain complaint made by Mr W. B. Eefemeyer, to the effect that the protective works in the Kiwitea stream, were* causing the flow of water to come directly on his property -and washing; it away. From the Chairman of the Library Committtee r re a certain outstanding; debit balance which the Borough wasto write off before the new Committee took over the affairs of the Library. From the Auditor-General, asking for a copy of proposals submitted to theratepayera ° when- the .poll was taken for the £6000 loan. (The Town Clerk reported that the necessary information had been forwarded.) ' : From the same asking for .a printed copy of the yearly balance sheet wheit published. - - From Secretary to the Treasury,, asking three printed copies of the* balance Bheet be forwarded. From the Auditor-General, re a sum of £292 Os Id to credit of Interest account, and stating all such balance* should be carried to the Sinking Fund and invested by the Commissioners. (The Town Clerk explained that the greater portion of this amount had been expended in paying interest on debentures. The balance now exist- - , ing would be paid over to the Commissioners at once.) The report of Finance Committee,. £8 6s Bd, and the report of PublicWorks Committee, £75 12a Bd, wereadopted. ■ : J. Bishop, applying for refund of a certain sum expended by him twoyears ago. (The Clerk was instructed to writeto Mr Bishop, and inform him the time for repayment was not up yet)! With reference to an application made some time ago by the Public Hall- Company for a remission of rates, the Mayor said the Council had no power to grant this. From W. D. Nicholas, asking permission to erect a verandah in Fergusson street, and a -barricade whil putting down concrete under the same. From S. Daw, bandmaster, asking; permission to erect a band stand ia Manchester Square. From the Fire Brigade, nominating; Mr Bray, Captain of the Brigade, and Mr Carthew, as Fire Inspectors. From the same, applying for subsidy as promised. THE LIBRARY. Proposed by Cr P. Thomson, seconded by Or Haybittle, That .thai names of Crs. Worsfold and Fowles be added to the Library Committee. — Carried. A general conversation took place on the. application of the Chairman of the Library Committee in which. Cr Haybittle expressed himself averse io spending money on. the Library while the Kiwitea stream wanted lookingr to. •- • .It was explained that the Library rate could not be diverted to any other purpose. Cr J. C. Thompson objected tomoney being spent in novels. Cr Chamberlain thought it was better to encourage young men' to read books and newspapers than tofritter away their time in hotels. The Mayor was in favor of encouraging a taste for literature by etery legitimate means, and it was Proposed by the Mayor, seconded by Cr Chamberlain, That the Treasurer of Borough hand the Treasurer of the Public Library the sum of £15 and debit the same to the Library rate. — Carried. Cr J. C. Thompson voted against the resolution. ( . - . ' --, THE JTRE BRIGADE. On enquiry being made by . the Mayor, Mr Bray, the Captain of " the Brigade, informed the Council that they had now £32 16s 6d to their credit, made up of public subscriptions, £18; contributions, from, concert, &c, £14, . ; Proposed by Cr J. C. Thompson, seconded by Cr . Haybittle, That,, the Treasurer be instructed to pay. the Fire Brigade £18 as a contribution towards .the bell and tower: — Carried. Proposed by Cr J. C. Thompson, seconded by Cr Chamberlain, That Captain Bray and Fireman Carthew be appointed Fire Inspectors.—Carried. . BAND STAND. Proposed by Cr Worsfqld,\Beconded by Cr Chamberlain, That permission be given to the Feilding Brass Band to erect a stand in Manchester Square, opposite Hastie's Hotel, subject to the approval of the Borough Engineer, the Council reserving the right to remove it on giving six months' notice. — Carried. .. , ' KTWITEA STREAM. . The letter from Mr Prior, solicitor, on behalf of Mr W. B. Eetemeyer was then considered. The Engineer reported that the protective works alluded to in the letter were not the cause of injury to Mr Ketemeyer's property. On the contrary they saved.it, and he (the j Engineer) would like to put in forty < feet more of the same kind. Cr Chamberlain asked if a channel could not ,be put through a point at Reid's line. '"■••'- --.-*.__ The Engineer said the stream "might possibly cut its own way through. The point referred to in Mr Prior's letter was bel jw the protective works. Cr Chamberlain urged -that the matter be definitely settled. - Cr Monckton said he. would, like to have some information on th<vsubj«ut. K - ■ thing which might involve the Council in litigation. The Engineer said it would be a good thing to make a cutting through the point. He showed the Councillors the point referred to, on the | map of the Borough. Proposed by Or J. C. Thompson, .sfuoxided by Or llaybittle, That the Eugiueer be instructed to report to the Public Works Committee, with power to that body to act, on cutting through Reid's line to straighten the Xivritea stream, such report to include the per mission, or oppositiom of the owners of any property affected. — Carried. HISCELLANEOTTB. Proposed by Cr J. C. Thompson, seconded by Cr Chamberlain, That a license as bellringer be issued to T. L. Wiltshire. — Carried. Proposed by Cr Fowles, seconded by Cr P. Thomson, That Mr Nicholas' request re verandah and footpath in Fergusson street be granted. — Carried. The Mayor drew attention to the fact that the accounts of the Borough had, after a considerable delay, been audited, and the balance sheets returned from the office of the AuditorGeneral. In reply to a Councillor, the Clerk reported that the retiring Councillors this year were Messrs J. C. Thompson, P. Thomson, and H. Worsfold. THE POUNDKEEPEB. Cr Haybittle informed the Council that he had inspected the books and found that the Poundkeeper was behind in his payments. After a few general remarks the Clerk was instructed to make application for payment of arrears and report to the Council. NOB.TH STKEET. Cr Fowles said he thought a ford should be made where the bridge over the Makino at North street had been washed away. The cost would be very little. Cr Monckton said he would support any proposition in that direction. Several people had spoken to him on that subject. Persons passing from the Makino to the Kimbolton road would be saved, by the making of a ford, about a mile round. All that was wanted was a grade on each bank of the stream and a few loads of gravel. Proposed by Cr Fowles, seconded by Cr Monckton, That a ford be made over the Makino stream at North street.— Carried. This was all the business, and the Council adjourned.
