It will be seen from our resume of the proceedings of the newly-appointed ! Library Committee that the institution has taken a new lease of life. A useful innovation has been made by entrusting executive powers to ladies, and we are quite certain that their actions in the future, combined with the diligent attention they will give to the performance of their duties, will more than iustify the confidence reposed in them. We are glad to notice that in order to attract as large a number of subscribers as possible new books will be sent for at an early date, but to enable the Committee to do this it will be necessary for the reading public to come forward with their payments, because the funds in hand are not yet sufficient for the purpose. It will be observed that, two more members were added to the Committee in terms of the resolution of the Borough Council, which gave them " power to add to their number." On reference to the Public Libraries Act, 1869, clause 10, we find new members can be appointed by the Borough Counj cil only, and therefore that part of the | resloution of the Council was ultra vires. The appointment of the two additional I members is consequently null and ; void. The difficulty, however, be got ' over hy a resolution of the Council appointing the gentlemen in question.
