Manchester Road Board

The ordinary monthly meeting of the above was held on Saturday last. Present - Messrs Pryce-Jones, Reeve/ . Wheeler, Bull, and Macarthur, Mr Charles Bull was elected Chairman for the ensuing year. The minutes of the last meeting were read and confirmed. CORRESPONDENCE. From Clerk Halcombe Town Board, stating what steps the Board had taken re imi>roveinents to the Halcombe Cemetery, and asking for assistance. From J. McLennan, enclosing. £1 5 108 for rates, and asking his name to be put on the roll instead of Eiddiford Bros. From Returning Officer, declaring result of Ashhurst Local Option poll. From T. Horn, of Halcombe, saying he will decline to pay any more rates until the Board gives him a passable road. From T. Splitt, to the same effect. Telegram from Mr Macarthur, iaforming the Board that more than one polling place for the No. 6 ward loan was illegal. From Secretary Hospital and Charitable Aid Board, stating the value of the Manchester Board for rating purposes was £406,516, and the sum levied for Hospital was £30 9s, and Charitable Aid £40 12s. From proprietor Manawatu Standard (2) re advertising.From FETtDmo Stab, Advocate, and Manawatu Times re the same.. Telegram from T. Nelson, re Hall at Ashhurst. From P. Stevens, of Bunnythorpe, informing the Board the bush on the road line fronting his property is now felled. From proprietor Manawatu Times, re his circulation. From Gh Wheeler giving notice, " Inasmuch as the Onepuhi Bridge is a benefit to the whole of the Manchester Highway. District, and ao source of income to No. 3 ward, therefore the cost of repairing the said bridge and approaches be shared by all the wards." From Levin and Co., stating the occupier of certain sections in Halcombe would pay the rates. From Treasury, acknowledging receipt of notice giving result of poll taken on the 22nd May. ; From 8. Gbodbehere, forwarding draft of lease for Gof ge;Ferry Reserve. Petition from ratepayers in No. 5 ward, asking -to be constituted as-a separate ward. From Colonial Secretary, informing; the Board the result of poll for £3350 had been published in the Gazette/ From G. S. Rumble, asking for a - rebate in the toll at the Lower Bridge. Proposed by Mr Pryce-Jones, seconded by Mr Wheeler, That the sunk of £5 be granted to the Halcombe Town Board in aid of the Halcombe Cemetery, to be charged in equal proportions to No. 2 and 3 wards.- Car* ried. . Proposed by Mr Macarthur, seconded by Mr Bull, That J. McLejjnan's name be inserted on the roll for sections 15, 16, 17, B, instead of Riddiford Bros.— Carried, Proposed by Mr Wheeler,- seconded . by Mr Pryce-Jones, luasmuch as Onepuhi Bridge is a benefit to the whole of the Manchester Highway District, and no source of income to. No. 3 ward, therefore the cost of repairing the said bridge and approaches be shared by all wards. The consideration of this proposal was adjourned until next meeting. - . Proposed by Mr Reeve, seconded by Mr Macarthur, That the Engineer be instructed to visit the Pohangina road with a view qf ascertaining hoir a passable track can be made f rona Warne's mill to the northern boundary Manchester Block, either by obtaining permission from Mr Warne t» cut a track through the bush, or by cleaning the scrub each' side the present road or as the Engineer may think fit, and report at next meeting. — Carried. Mr Reeve brought before the Board the request of Mr Rumble for a reduction of his tolls. . ' ;- : Mr Reeve was informed the Board had decided to refuse all similar applications. Proposed by Mr Pryce-Jones, seconded by Mr Wheeler, That the Engineer be instructed to prepare an estimate for forming and metalling the unmade roads in No. 2 ward, and to place the same before the Board at the next meeting.—- Carried. Proposed by Mr Bull, seconded by Mr Reeve, That this Board sympathise with the resolution as passed at the conference of Local Bodies at Wairarapa, and request our member, Mr D. H. Macarthur, to have the Hospital and Charitable Aid Bill amended. — Carried. A letter from the Secretary of the ' ! Hospital and Charitable Aid Board, Wanganui, was held over. Proposed by Mr Reeve, seconded by Mi* Macarthur, That a fence be erected round the gravel pit on the Pohangina Terrace near Ashhurst.— Carried. Mr Cotter waited on the Board about the Lower Gorge Ferry Reserve. He wanted to know whether the present occupier of the cottage was to be. allowed to remain there. That tenders be called for eleariug 20 feet of the Waituna road between Wilson's line and Manson's boundary, and putting in the necessary culverts, tenders to be in by the next meeting. — Carried. . Proposed by Mr Macarthur, seconded by Mr Bull, That the Clerk be instructed to give any trespassers residing on the river belt of the Reserve at the Gorge a week's notice to quit, *nd if such notice is not attended to that the matter be placed in a solicitor's hands to take legal proceedings against such trespassers.- -Carried. Proposed by Mr Wheeler, seconded by Mr Macarthur, That Mr Thorns' offer to sell the land required for the Waituna road at £3 per acre be accepted, and survey and conveyance be immediately made and paid by the .Board, and that the Engineer be instructed to put a culvert in the gully in place of a bridge, and to exceed the former rote by £15 if necessary. — Carried, Mr Beazer waited on the Board asking for a concession in the matter •of putting metal on a certain road, The Chairman said the Board would consider the application, and promised to visit the road in company with the .Engineer to see what could be done. The accounts were passed for payment, and the meeting adjourned.
