On the motion for the second reading of the Chinese Bill, Sir Henry Parkes said the measure to be adopted was in accord with the treaties between England and China if it extended to Chinese subjecta the same rights as were extended to British subjects in China, and no treaty was violated by its provisions. It was the duty of New South Wales to preserve the type of the British nation pure, and not on any consideration to admit an element of inferior character. He denied the Government has acted hastily. The Bill was read a second time on the voices. The Imperial Government has received a notice that neither for Her Majesty's ships-of-war, neither for Her Majesty's representatives on the spot, nor for the Secretary of £tate, did his Government intend to turn aside from their purpose which was to terminate the landing of Chinese for ever. The Chinese will have to reside in places prescribed by the Government, and obtain pass-ports when travelling. They will not be allowed ! to engage in mining, but other pursuits will be free. London, May 16. The improvement in the ships of the auxiliary squadron is due to the adoption of unproved designs for men-of-war by the Continental powers. Mr Stanhope stated most of the guns required for the fleet are advanced towards completion.
The Dog Tax * A farmer in Crawford County, U.S.A., has recovered payment from the County Commissioners for eight sheep whix)h were killed by his own dog. It appears that the law there compels owners of dogs to pay a per capita tax on all such animals ; and in consideration of the revenue the county receives from the taxing of them it is liable to sheep owners for all damages* done to sheep by dogs on which a tax has been paid, on proof of damage and the identity of the dog. In this case the farmer argued before the Board that, having paid the tax on his dog, and being legally entitled to remuneration for the loss of the sheep as his neighbor would have been had the dog killed sheep for him. The Commissioners laughed at the idea of a man being paid for owning a sheep-killing dog that slaughtered his own sheep. The case was placed before the best legal authorities in the country, and the result was that the Commissioners found that the claim had every chance of being sustained by the Courts, and they paid for the sheep.
