Coptic arrived at Plymouth to-day from New Zealand, Lord Randolph Churchill, in a letter to the Daily Telegraph, attacks the War Office, and corroborates the recent statements made by Lord Wolseley. The London Chartered Bank of Australasia has declared a dividend of 7£ per cent, per annum, and carries £20,000 to the reserve fund. It is thought that, in consequence of Lord Salisbury's recent utterances in the House of Lords, Lord Wolseley will resign his position as AdjutantGeneral to the forces. The press generally agrees that Lord Wolseley is the only official connected with the War Office possessed of suf- j ficient couragd to tell the truth plainly j on the subject of the inefficiency of! the service, and regrets that the only reward of his fearlessness and patriotism in the matter should have been a rebuke at the hands of the I Premier. Lieutenant- General Sir L. Nicholson, Inspector-General of Fortifications, who has been under examination by the Army and Naval Estimates Committee, admitted that thongh he estimated the expenditure at £900,000 for barrack accommodation, he only asked for £200,000 through fear of Mr Stanhope.

The Headquarters Staff has recommended that the First and Second English Army Corps be immediately placed on a war footing, and that the regulars be supplied with magazine rifles.
