Manchester Road Board

The usual monthly meeting of the above was held on Saturday last. Present — Messrs Lethbridge (chairman), Pryce-Jones, Bull, Tremewan, Wheeler, and Macarthur. Harrison, of Ashhurst, asking for permission to fell bush on roadline at Ashhurst. From Secretary Ashhurst School Committee, applying for the sum of 10s for hire of school-room for public meeting, From J. Phillips, asking that his name be placed on roll for section 21, sub. Gr ; also B. Poole, W. Wickem, J. Reeve, G. H. Hunt, C. Hunt, 0. A. W. Hunt, F. E. Watson, and H. Axup, applying for their names to be placed on the rate roll as occupiers at Ashhurst in place of the E. and G.A. Corporation. From P. Stevens, asking for permission to fall bush on roadline at Bunnythorpe^ From J. Menzies, making a complaint that his brother, E. Meazies, was creating a nuisance by erecting a fruit stall on side of Feilding-Ash-hurst road. From M. O'Driscoll, asking if the Ferry Eeserve at Ashhurst was to be leased. - From J. H. HanKna, asking for | particulars of rate on sections 87, 88, I 89, Stoney Creek. From proprietor Palmerston Times, re advertising and offering to insert the Board's advertisements at Is per inch. From Colonial Secretary, stating the Auditor-General had been appointed Auditor of Koad Board acconntß. From T. Lowes, stating that he had no tenant on the Ferry Eeserve at Ashhurst. From C. Lomdon, of Halcombe, asking permission to erect a fence oa each side of approaches to Rangitawa bridge to prevent his cattle straying. From Ashhurst School Committee,, complaining of surface wate** on road in front of school. From S, Coker, re alteration of name oa rate roll for section 6, J, to Thomas Coker. From Colonial Secretary, acknowledging receipt of letter re special rate, and that t ime had been gazettt d. From J. S. Schmidt, applying for renewal of his slaughtering at Halcombe. Petition from settlers on AshhurstBunnythorpe road, drawing attention to the impassable condition of the road. From Fetch and Benson, asking permission to erect a fence on the road passing their land, and offering to put in gates. From certain ratepayers in No. 5 ward, asking for separation from the lower part of the ward with Reid's, line for their southern boundary. Proposed by Mr Macarthur, seconded by Mr Bull, That the following names be altered in the valuation and rate book, all from the E. and C.A. Corporation to C. A. W. Hunt, C. Hunt, GK H. Hunt, J. Reeve, W. Wickem, Ben Poole, H. Axup, F. E. Watson, Cecelia Phillips to John Phillips, A. Laing to R.Lacey, S. Coker to T. Coker.— Carried. Proposed by Mr Bull, seconded by Mr Macarthur, That P. Stevens and J, Harrison be allowed to fell the bush on roadline opposite their respective properties on the Board's usual terms, (258 an acre), and wait 12 months for the money, dating from the time the*, felling is passed by the Engineer.— Carried. . Proposed by Mr Bull, seconded by. Mr Macarthur, That Messrs Fetch and Benson be allowed to erect a gat» on Eeid's line subject to the approval' of the Engineer. — Carried. : '* Proposed by Mr Macarthur, seconded by Mr Bull, That a general rate of fd in the £ on the rateable value of all rateable property within, the Manchester Eoad District be hereby struck according to the advertised notice for the year ending March 31 st, 1889.— Carried. Proposed by Mr Wheeler, seconded by Mr Pryce- Jones, That Mr Schmidt's application for renewal of slaughtering license be granted. — Carried. The matter of dog registration was then brought up, and in accordance with notice of motion, it was Proposed by Mr Pryce- Jones, seconded by Mr Wheeler, That Mr Bray be reminded that no dogs are to be registered in the district at any other fees than those appointed by the Board's resolution, and that he be instructed not to employ the half caste, Sam Hamena, on this or any other part of the Board's work in future. — Carried. Proposed by Mr Bull, seconded by ! Mr Macarthur, That the Engineer be | instructed to call for tenders f or for- | mation and metalling about 8 chains of road between Bunnythorpe road and Bunnythorpe-Ashhurst road, opposite the Railway Station, tenders to be in by 17th May, and that the Chairman and mover be a Committee to accept if not exceeding £20.— Carried. The petition from the ratepayers of No. 5 ward who prayed for a re-ad-justment of the wards, was ordered to be held over until next meeting of the Board. Mr Wayne here waited on the Board haying called to see if they would put any more metal on the Pohangina road. Unless the Board supplemented what had already been done it would be useless during the winter. Mr Tremewan spoke in favor of the application. Mr Wheeler aaid a similar applic*.

Mr Lethbndge said in order to regulate the loads carried by the drays the only plan was by leaving a few chaius of the road unmade. Some of the ratepayers in Ashhurst considered too much money was spent on that road. Mr Macarthur said Mr Warne had spent £150 on the road. Mr Bray said it would take 400 or SOQ loads to make the road good. Mr Wheeler would like Mr Warne to give somo pledge as to the loading. Mr Warne said if the Board would put on the 500 yards, and anymore was afterwards wanted in the winter, he would guarantee to do it himself-. Proposed by Mr Tremewan, seconded by Mr Macarthur, That 500 .yards of metal be put on the Pohangina road, payment to be made in six months. An amendment against was proposed by Mr Bull, seconded by Mr Wheeler, In the present state of the Board's funds no further expenditure he made on the Fohangina road. The amendment was put and lost. The resolution was then declared carried. Mr W.irne thanked the Board and ■withdrew. Proposed by Mr Macarthur, seconded T>y Mr Pryce- Jones, That the Clerk be instructed to take the necessary steps to get a title to the road diversion on Mr Douglas' property.— Carried. Proposed by Mr Wheeler, seconded by Mr Jones, That the Engineer be instructed to inspect Wilson's road, clear the watertables, and protect them with logs, and report on state of the culverts. — Carried. Tenders for forming 48 chains of the Cemetery road were then opened : — J. Wilson, £18 3s 9d ; T. Oliver, £19 ; F. . Hink, £18 9s: J. Trevena and E. Lyne, I £19 7s 6d ; E. Humphrey and S. Malone, 48 lid per chain ; McClenaghan, 9s 6d per chain; GK Wickham, £17 15s. The tender of Humphrey and Malone was Accepted. ■ I The usual monthly accounts were j passed for payment, and the meeting adjourned.
