Boulanger's victory in the election for the Norde is regarded in many quarters as presaging violent changes in the Constitution. M. Jules Ferry, in the course of an address delivered yesterday, called Boulanger a mutinous soldier. Ha urged that M. Floquet should assume a militant attitude against a Ctesarean movement, otherwise France would be plunged into a foreign war.
