The whole of the freight traffic has been stopped on the railways in Southern Russia in order to facilitate the conveyance of troops, which are being despatched to the various stations on the western frontier. Over half a million Russian troops with 2000 guns, are stationed on the western bank of the River Dnieper. The sanitary arrangements of the camps are extremely bad, and large numbers of the men are stricken down with disease. Constantinople. February 15.
