Manchester Road Board

An ordinary monthly meeting of this Board was held on Saturday afternoon last. Present — Messrs F. T. Lethbridge (chairman), Treniewun, Pryce-Jonea, and Wheeler. The minutes of the last ordinary ineetiug were read and confirmed. The following correspondence was read : —

E. J. Fisher, asking the Board to stop the water- off the Pohangina road from flooding his property. [The Engineer was- instructed to report on Jhis.] S. Brown, calling attention to the \>ad state of the Eakoa road, and asking the Board to repair it. J. Fowell, asking the Board to allow the rectification of an error in his tender for metal on the Mangaone road. W. J7 Port, requesting the Board to put in a culvert in the road near his property. Eobert Liaton, re charitable aid from the Board to Mrs Paschke, whose husband is in the hospital. James Johnston, offering to work for the Board at 6s per day. Funnell Bros., re the opening up of a gravel pit, and taking gravel therefrom. Edward Smith, asking the Board to xemove slips of earth from road near ids property. Thos. Nelson, asking permission to erect a verandah in front of his store at Ashhurst. M. Hennaghan, asking the. Board to repair the road near, his property. J. C. Berhandt, offering to work for the Board for 6s per day. T. Nelson, <. re concessions to be made to him for crossing the Gorge bridge. E. N. Keeling, Secretary of the North Hospital Committee, re the proposed new hospital and charitable «id district scheme. W. F. Eussell, re change ef client's name on rate roll.

W. Blaaket, complaining of water flooding his property on the Feilding road through the smallneas of the culvert. G. P. Stead, asking if the Board would sell him certain road boundaries. J. H. Walker, re change of name on rate roll. . T. W. Stace, Chairman Sloney Creek School Committee, offering 80s for the toll bell lying at the toll gate. F. H. Irousen, re the sale to. the 33oard of a map of the ManawatuHangitikei districts. Manawatu Road Board, re the boundary road from Bunnythorpe to Oroua bridge, and the appointment of members of each Board to visit and <onfer on the matter. A report was read from the Engineer on the state of the roads, bridges, -&c. Lists of the general and special rates levied throughout the district, and of the rates outstanding were _ presented by the Clerk. Mr Grace waited on the Board as a -deputation from the Palmerston Hospital Committee. He stated that the principal object of his visit was to ask the Board to pass a resolution in favor •of the proposed new Hospital and -Charitable Aid district scheme. He went over some of the principal arguments for the scheme, which have already been placed before other local bodies and published. In reply to Mr Jones, Mr Grace said the Palmerston people intended erecting the hospital building without asking the assistance of any of the local bodies in the district; Mr Wheeler thought it very much too premature for the Boards of the district te affirm the principle of the scheme. He did not think the people generally were so favorable to it as the promoters of it seemed to hope. He thought the humanitarian argument was a little exaggerated. Mr Jones thought one of the chief things to consider very carefully was the efficiency of the medical staff. He he.d with Mr Wheeler as to the prematurity of expressing their affirmation at that meeting. Mr Treme wan spoke of the great desirableness of having a hospital at Palmerston, and he should certainly vote for the scheme. Mr Lethbridge pointed out several advantages of the scheme, especially in regard to the management of the Charitable Aid department. A few questions were answered, and further information given by Mr Grace. Mr Jones proposed, and Mr Wheeler seconded, That in consideration of the absence of several members of the Board, the consideration of the Palmerston Hospital scheme be postponed till the next meeting. — Carried. The Chairman thanked Mr Grace lor his information. Mr Grace then thanked the Board and withdrew. The following resolutions were passed : — That Mr Port's request for a culvert be not entertained. That Mr Nelson's request for permission to erect a verandah be granted subject to the approval of the Engineer. That notice be sent to Mr W. J. Port and Mr W. Frances to prevent their pigs from running on the Pobangina road. That the Engineer be authorised to employ men to log up and throw bridges across the creek on Paschke's road, cost not to, exceed £10. . That Mr J. H. Walker's name be placed on the roll instead of Mr T. Lowe's; Mrs Kate Cuff's name in place of Mr Silver's ; Mr F. J. Sealing's name in place of Mr Silver's. That Messrs Funnell Bros, be authorised to take earth and metal as requested. That 7s 6d per week be allowed Mrs Paschke during the Board's pleasure,, allowance to date from 24th October.

That the report of the Engineer bo adopted in reference to the repairs of the Qnepuhi bridge. Jr That the Engineer's report advising application of 400 loads of metal to

'the Stanway road and 75 loads to Junction road be adopted.. That the Board cannot entertain Mr Nelson's proposal for compounding i for his tolls over the Lower Gorge Bridge. That Messrs Lethbridge and Ball be appointed to meet the three, members from the Manawatu Eoad Board re boundary road from Bunnythorpe to OrouaEiver. '_... That the Engineer's report on the Pohangina road be adopted. That the Engineer's report recommending erection of a dolphin to the Lower Gorge bridge in place of that washed away in last flood be adopted. That the Engineer be requested to fully report at next meeting on the state of the Makino road between Mr Holden's and the Makino bridge, and advise what should be done to ensure it against future floods. That the Board is willing to allow Mr Fowell to rectify his tender for metal on the Mangaone road, provided he deliver it at the lowest tender. That the Board purchase one of Mr Tronsen's maps of Manawatu-Kangi-tikei district and have it varnished. That application be called for road men at the rate of 6s per day for all work in this district. ' That Mr Wheeler be Treasurer for this meeting. Accounts amounting to £124 0s 7d were passed for payment, and the Board then adjourned.
