Manchester Road Board
A meeting of the above was held on Saturday laßt. Present— Messrs Lethbridge (chairman), Pryce- Jones, Wheeler, aud Bull. Mr Cotter was present, but did not take his seat till after the resolution was. rescinded re tolls on the Gorge bridge. i The minutes of the previous meeting were read and confirmed. CORRESPONDENCE; - ■■ From trustees of Patterson's estate stating they had leased sections i3 r 24, and 40, Manchester Block, to Jab. Williamson. Prom Prior and Sandilanda, i« claim of James Pringle for damage sustained by his horse putting its foot . in a hole on the Ashhurst Road. (This letter had been read at the previous meeting). . From J. Noffke, offering to fe&f certain bush on a road at Halcombe, 15 feet wide for 6s 6d per chain. .From J. L. Schmidt, applying for renewal of his slaughter license. From Joseph Murcher, Ashhurst, calling attention to the state of the road leading to his section. From Ann Print, applying for road line to be felled between sections 151, 154, 157, 143, 161 on usual terms. | : From Edwin Miller, asking the name of Charles Managh to be put on. rate book instead of his. ■ From W. J. Port, Ashhurst, requesting watertable to be opened opposite his section. From J. Herbert Hankins, solicitor, Palmerston, enclosing cheque for rates and requesting the name of John Campbell to be put on the rate book instead of Bichter Nannested and Co. for sections Nob. 28, 29, 30, and 31. Telegram from Undersecretary for/ Public Works, re Gorge bridge tolls. Froai Property. Tax Department, re rates paid on Native lands, £163 15/9. From Treasury, stating the above had been remitted to credit of the Board with Bank of Australasia. From Public Works Department re the action of the Board in ceasing to collect tolls from passengers in public, conveyances, and adding that unless further reductions are made without delay action will be taken bythe Government under the 120 th section of the Public Works Act, 1882. From Michael Henaghan, Ashhurst, informing Mr Cotter the work required to be done on his line. From F. Huff, requesting permission to cut away a sharp dangerous turn on the Mangoane road. Account from John Manson, for felling 275 chains of roadline, £41 ss. From the Treasury, re an application of the Board for £441 19s 2d balance due under Loans to Local Bodies Act, 1889, stating £328 15s only was due. From Charles Bull, giving notice c£ motion : " That the agreement existing between Mr Cotter and the Board relating to the payment of tolls on the Gorge bridge be rescinded.'* This resolution was proposed by Mr Bull, ; seconded by Mr Pryce-Jones, and carried; Proposed by Mr Fryce-Jones, seconded by Mr Lethbridge, That Messrs Pasche and Noffke be informed that the Board have not the necessary funds at their disposal at present to do the work required on their respective roads. — Carried. Proposed by Mr Wheeler, seconded by Mr Pryce-Jones; That the alteration in the rate book applied for by Messrs Miller and Managh be made. — Carried. Proposed by Mr Wheeler, seconded by Mr Cotter) That Mx Schmidt's application for a daughter license bo granted. — Carried. gt ' Proposed by Mr Wheeler, seJinded by Mr Cotter, That the required permission be granted to Mr Ruff to cut away the dangerous turn on the Mangaone road referred to in his letter. — Carried. Proposed by Mr Cotter, seconded by Mr Pryce- Jones, That one man be sufficient during the winter months in No. 6 Ward.— Carried. -Proposed by Mr. Bull, seconded by Mr Pryce-Jones, That,»the toll keeper at the Gorge bridge give in & return of all persons who pass the toll free, and give his authority for allowing them. — Carried. Proposed^ by Mr Cotter, seconded by Mr Pryce-Jctaes, That Henaghan be allowed 4s 6d per chain for stumping and clearing the road referred to in the Engineer's report. To remain 18 months for the money. — Carried. Proposed by Mr Bull, seconded by by Mr Cotter, That Mr John Campbell's name be substituted for that of Bichter Nannested and -Co. on the rate book for sections 28, 29, 3& .3k — Carried. . >^ . Proposed by Mr Pryce-Jqnes, seconded by Mr Bull, That Joseph Mvr r sek and Ann Print be permitted to fell the bush on the roadlines joining their respective properties on the usual terms. — Carried. The following notice of motion was given by Mr Cotter : " That the toll collector's salary be considered at the next meeting of the Board j also the consideration of the schedule of tolls collected at the Lower Gorge toll." ENGINEERS REPORT. NO. 1 WARD. Cemetery road — The culverts hay a^j been put in and the necessary formation by the Board, to make the road passable, are nearly completed. Mr Wilson has assisted in this work as agreed. wo. 2 ward. Noffke's road — I have inspected this road and find that the bush is standing on about eight or ten chains, and the remainder, about twenty chain's' has been felled stump high and 'burned. No traffic whatever can get along th» road as the Kaneitawa creek orosses the road. Those that would use the road are obliged to go through private property. The fence complained of is a temporary dog-leg fence ereoted.. To make this road passable for traffic, I would recommend the bush to be felled the chain, and stumped and cleared 15ft wide along in the centre
33 feet of the road, a foot bridge erected, aud a ford made for horse traffic across the creek, which will cost abuur £20. Pasche's road —The whnle length of this road ban beau felled stump high and burned Tliore are three very steep gr'i'lit's bet^oen ihe Ra;i£itawa road .-.ad. Pasuii-j's residence. To make a passable bridle track on this road, i.e. io pat in three culverts, make the cuttings into the gullies, (which would be very stump and. clear 10 feet wide, would cost £40. iS tan way road north - There is one very bad gully, and the whole of it is much cuk up with traffic and overgrown with grass aud scrub, that ia, it is almost impassable. If the flax and small scrub were cleared and a small cutting made out of the gully it would make it passable for summer ..teaflie, which would cost about £15. \.^-^' NO. 3 WARD. Onepuhi bridge — I have inspected this bridge with Mr Thorns, the engineer for the Rangitikei county, and would recommend that the bridge be redecked as proposed by the Rangitikei County Council, I would also recommend that the bridge be painted to protect it from the action of the weather. y Mangaone road — This road is again cut up revy much with the heavy traffic. There i« about two miles of it that requires metalling. >O, 5 "WARD. Forlong*B road— The whole of the bush on this road has been felled and burned but has not been cleared. It is in a very rough state. To make a passable bridle track it will require to be cleared the whole length, three culverts put in and about 16 chains of formation made. Taonui road (between Adsett's mill aud the Feilding road) — Portions of this road are in a very bad state. The cuttings are too narrow and are blocked up with trees and logs, and I beg to state that I could not make it passable for the amount voted by the iioard. no. 6 ward. Henaghan and Henderson's line have been felled stump high and burned, and will cost about 4s 6d per chain to stump and clear 24 feet along the centre of the road. j Old Napier read — The portion of this road complained of by Messrs Funnell Bros, is about 7 chains long across a. swamp that requires to be filled up, and the ditches, inlets and outlets cleaned out, which would cost about £8. With reference to the maintenance man on the Fohangina road spoken of by Mr Cotter at the last meeting of the Board. I think it is absolutely necessary th&t a man should be kept on to keep the road in repair during the winter months, the read being . sewly metalled, and in the bush, if not attended it would soon become impassable.
