■ #■ Is consequence of being enabled to convert the Roads and Bridges Construction Act 9 per cent, debentures into 5 per cents, under the JUovernment Loans to Local Bodies Act, of last session, (a provision Mr Macarthur was mainly instrumental in getting inserted in the Bill) the Manchester Road Board will this year reduce the special rate of one and one-sixth of a penny in the pound to one halfpenny in the £, a reduction that will no doubt be keenly appreciated by the ratepayers. This reduced special rate added to the general rate of three farthings will make the total a penny farthing in the £, the lowest rate struck since the provinces were abolished, as before the special rate was levied a county as well as highway rate was always struck. As the special rate was due on March Ist, some ratepayers have already paid their special rate under the old scale of one penny and one-sixth ; to them the excess will either be refunded or credited to them as against the general rate about to be levied.
