Prince Bismarck states that Germany will continue an absolutely pacific policy and predicts that 1887 will be a year of peace among the nations of Europe, There will be an altered tone of national feeling, and there is no cause for anxiety either in the East or the West. The Duchess of Cumberland has been adjudged a lunatic. The Marquis of Salisbury referring to the depressed condition of the agricultural iudustry, expressed deep sympathy with the farmers of the United Kingdom in their present distresss. It is reported that the Government of Turkestan have ordered Eskandez Khan, with a force of 12,000 men, to invade j Afghanistan, and take Herat. The Ameer has sent 10,000 men to reinforce the garrison of the city. Madrid, March 27. A revolutionary plot has been diseoy« ered, and many arrests have been made in this city, at Barcelona, and other towns.
