Information has been^received that Servia and Roumania are massing troops on. the Bulgarian frontiers*/ -increasing hostility to Bulgaria is being manifested, by the Montenegrins, Albanians, and Turks. European consuls at Rustchuk hare recommended that an appeal for mercy on s their behalf be made to the Regents at Sofia.
