The Official Messenger, in its issue to-day, publishes an article stating that the recall of General Kaulbars End the Russian agent from Bulgaria was not intended as a severance of the ties which unite Russia and Bulgaria. London. December 10. Russia is willing to withdraw her objections to the Sobranje, but insists that there shall be a change of £ Regents. Received December 14. 12 20 p.m. Vienma, December 12. The members of a Bulgarian deputation visiting the European oourt to explain the position of affairs in Bulgaria, are still in this city. They had an interview with Prince Lobanoff Rostovsky, the Russian Ambassador j who informed the deputation they would not be permitted to enter Russia in furtherance of the objects of their mission.
