[eEUTEB'3 TELBGBAMB.I London, November 18. At a meeting ef the Kussian War Council, held at St. Petersburg!*, it was decided not to occupy Bulgaria. November 19. It is rumoured that a conference of the Powers is to be held to consider the Bulgarian question. | Norember 22. A telegram from Vienna states that Russia has declined to negotiate fora settlement of the Bulgarian difficulty until the Powers have procured the resignation of the Bulgarian Regents and dissolution of the Sobrnnje.
