Ottawa, October 12. An American fishing schooner which failed to report to the Customs in* Nova y Scotia, has been seized, and her owners fiiied. As the master persisted in hoisting the American flag, the captain of the Canadian cruiser Terror ordered a party to board the schooner and 1 lower the flag, which was accordingly done. An armed guard was placed in charge of the schooner. '
