Revolution in Bulgaria
[bBUTBES TBI.EGBAMB.] Sofia* October 6. The garrison at Shumla hare inquired of the Bulgarian Government if they intend to make war against Russia. The Government hare denied having thought of such a proceeding and condemned the inquiry. General Kaulbars, who is touring through Bulgaria and Roumelia, has been coldly received in these provinces. He ordered the military commandant . at Bustehuk t« release the prisoners implicated in the deposition of Prince Alexander, at the same time offering him a reward for so doing. The commandant, however, refused. London, October 7. General Kaulbars, who has met with an unfavorable reception in the Provinces, threatens the inhabitants with invasion if he should be assaulted. He is endeavoring to gain popularity by lavishly scattering roubles, and declares that Shumla and other garrisons are siding with Russia. The Austrian Press commends the attitude of the German Press over the Bulgarian question and condemns the action of General Kaulbars. It anticipates an Anglo- Austrian alliance. Lord Churchill's visit to Berlin is believed to relate to the state of affairs in Bulgaria. It is believed that Lord Randolph Churchill is at present in Berlin incognito.
