Revolution in Bulgaria
[REUTERS' TELEGRAMS-* Sofia, October 1. The Regency has issued a proclamation abolishing the state of siege in Bulgaria, which was declared after the proceedings between the Regency and Russian agents with a view t<> Russia being induced to modify her demand in regard to the future Government of the conntry. The difference between General Kaulbars and the Regency of Bulgaria is relaxing, and both parties are moderating as to the terms of agreement. It is believed that Austria will only fight if Bulgaria resists. Received October 5, 1.15 a.m. Sofia, October 3. The Regents in replying to the Russian ultimatum in demanding an adjournment of the elections for the Grand Assembly and release, of prisoners implicated in the arrest and deposition of Prince Alexander, have expressed their willingness to complyso far as Bulgarian laws wiU permit. General Kaulbars is not satisfied with this and insists on a more precise answer.
