School Buildings

As to the clause of this Bill affecting school buildings, I do not attach, so much importance to it as som& honorable members do, for this reason —that I do not think you will get th(elocal ratepayers to consent to borrow for that purpose. No Government will be able to carry a proposal thatlocal bodies in country distriots; snail borrow for' the purpose of erecting school buildings. ' My reason for say;ing so, is this— that boroughs ar© excluded from the operation of thij» bill, except as to the section of a main road that parses, through a borough,, and therefore all the cities and town* will get their school buildings prcjvided in some other way, aadyo^. certainly will not get the people in the outlying districts to become Habl%f^ borrowed nioney to erect their scj^diil buildings —^youwill not getstrugglin|^ .settlers in remote districts, the pioneer* of civilization in the country, to pit themselves in a position so^ unfaip .&> themselves^s compured with thai of the townspeople, to hg^e > to; bearUtn^ whole cost of the ereii^pn' «f I>uil<^u^i necessary for the education of ilimr children.
