The Board has now carried a resolution in favor of restoring the whole control of the business to the Government. lam entirely opposed to such a course, and am; in favor of a Board to be elected by the Policyholders only, giving the Government power of in certain cases only. At the annual meeting next month, you wiU be asked to decide between these views and to express your opinions for the guidance of Parliament.
