All the European Powers, with the exception of Russia, have accepted the proposal put forward by Italy for the settlement of the Balkan difficulty, tbat Prince Alexander, of Bulgaria, be appointed Governor of Eastern Romnelia without having a limit to hii term of office. London, March 25.
It is believed that Sir William Jervois, Governor of New Zealand, will be appointed Governor at the Cape ; and that Sir William Robinson, Governor of South Australia, will succeed him in New Zealand.
M Ferdinand de Lesseps states that the Panama Canal will be completed in 1889.
The English and German Governments are maturing an invitation to the French Government requesting them to refrain from establishing penal st ttlements in the Pacific.
Sir Alexander Stuart visited Ottawa for the purpose of negotiating with the Dominion Government respecting the proposed cable to Australia. Sir Alexander Stuart is expected to arrive in London earl jr Jin April, t© fulfil his duties at the Indian and Colonial Exhibition.
Considerable sensation was caused here to-day by a Soldier, who had been discharged, throwing a petition setting forth his grievances into a carriage in which Her Majesty the Queen w&s riding. The man was immediately arrested. The Sultan of Turkey shows signs oE yielding to the demand of Prince Alexander of Bulgaria, in which he requests a life-governorship ot the latter country instead of a term of five years.
An engagement has boon fought at Eassala between the Abyssinian troops and the Arab rebels. After a severe struggle the latter were defeated, many hundreds ot them being killed.

General Prendergast reports that the British troops encountered s fore* of some 400 insurgents on the Yemethen road. The rebels, who were taken by surprise, were dispersed, 60 of their number being killed and many wounded. Njbw Yobk, March 25. "Reports from various parts of the United States show a prerelen-e of strikes on the part of laborers and railway employes. Many cases are accompanied by serious rioting. So' far as can be seen, the disturbances appear to be extending in area.
