Thursday, M.vrch 4, 1886. Present — Mr F. Y. Le' abridge, Mayor, Crs Worsfold, Richardson, Thomson, Foster, Fowles, an/1 Bishop. The minutes of the previous meeting \rere read and confirmed. COB.KESPONDEXCK. Prom J. C. Eichardson and H. Menzies, asking leave to light fires ob certain sections. From W. Reading, re approach tc his new shop in Manchester street. From W. Araofct, re present wages of roadman. . From Constable Meehan, re sale ol a certain horse from the Public Pound the. property of Jauies Kerrisk, of Marton. The report of Public Works Committee was read and accounts passed for £299 6s Id with certain reservations in cases where the work was not completed. The report of the Finance Committee was read and accounts passed for £28 13s 7d. The Mayor reported that he had seen Dr Johnston, who refused to take less than £50 for the land required for the diversion of the Makino stream. Proposed by Cr Foster, seconded by Cr Bishop, That the requests of Messrs Eichardson and Menzies, re lighting fires, be granted. — Carried. Proposed fry Or Thomson, seconded t>y Cr Fowles, That Mr Arnott's letter be not received. — Garried. Proposed by Cr Foster, seconded by Cr Bishop, That Mr Kerrisk be refunded los 6d, proceeds of sale of his horse.- — Carri ed. The estimate of the Engineer was read. It showed that with the exception of Manchester street, £293 would complete the scheduled works. ; • Proposed by Cr Thomson, seconded by Cr Fowles, That Mr Reading's letter be received, and that the Engineer be instructed to carry out the work applied for. — Carried. Proposed by Cr Eichardson, seconded by Cr Worsfold, That Cr J. C. Thompson be granted one month's leave of absence. — Carried. Proposed by Cr Worsfold, seconded by Cr Eichardson, That the Engineer be instructed to prepare plans and specifications for the formation and kerbiug of Manchester street frjm Fergusaon street to Grey street, and formation of 46 feet wide from Ej. re street to Fergusson. street, and from Grey street to Fitzroy street. Cr Thomson said that this motion ■would over-ride one already on record. The Mayor ruled that the resolution tras in order. Cr Thomson wanted to know if tho work was mentioned in the schedule. Cr Bishop thought the resolution already existing would only be enforced if there were funds available. Cr Fowles said thnt preparing plan.did not commit the C nincil to do thwork. Cr Worsfold thought it was time the vexed question of the footpaths ought to be set at rest. He did not tHink the Council should do more than form and kerb the street. The pro- ' perty owners should do the rest. Cr Thomson did not wish to obstruct the business of the Council, but he did not sco .why the residents in Manchester street should 1-e .erred better than those in Kimboltou road. He would give all a fair share, lie would therefore move as an amendment, which Cr Fowles seconded, That the ' Engineer be instructed to form and metal Manchester street from iJyre street to Fitzroy street 46 feet wide, and call for tenders. — Carried. The amendment was then put as the original resolution, and carried. The report of the Mayor, re Dr Johnston's land was then considered. Cr Thomson thought the charge outrageous altogether. Dr Johnston was a laud owner there, and he was getting his property improved for nothing. Cr Richardson thought Dr Johnston was taking a mean advantage. ' Cr Fowles thought it an. exhorbitant demand. Cr Thomson said it was a foible of "the faculty to bleed as often as they could. Proposed by Cr Worsfold, seconded by Cr Richardson, That the offer of Dr Johnston be accepted, and that the Engineer prepare plans and specifications and call for tenders for the erection of a bridge in Derby street, and the filling in of the Makino stream, in Derby and Marlborough streets. — Carried. Proposed by Cr Worsfold, seconded "by Cr Bishop, That the Engineer be asked to report on the bridge in South •street. — Carried Cr Foster was added to the Finance Committee, and the Mayor said Mr Poster would be a great acquisition to such committee. Cr Worsfold said the Council had for Beattie street, and he would like to be informed if they proposed to put 'a bridge there. He would sooner see that erected than the money spent in luxuries. Cr Fowles followed and said it was his opinion, and that of many of the Councillors, that something should be done in that direction, therefore he would now give a notice of motion, to come forward at the next meeting of the Council, to have these views put into practical form. Thia being all the business the Council then adjourned.
