EEVOLT IN ROUMELIA. AFGHAN QUESTION. GEBMANY AND SPAIN. [heUTEB's TELEGBAMS.] London, September 21. The revolution in lioumelia hus caused intense surprise on tlie Continent. The feeling of the St. Petersburg Pre«s over the revolution in Roumelia is one of triumph. The Berlin and Vienna papers | are perplexed and irritated, whilst the I Standard considers that it does not con* cern England unless the Powers interfere. Negotiations between England and' Russia respecting the Afghan frontier continue to progress smoothly. A protocol, containing general terms of settlement, is to be signed on behalf of botn Powers, and the members of the Afghan Boundary Delimitation Commission will afterward proceed to arrange the details of the frontier. Prospects of a peaceful settlement of the dispute between Germany and Spain still continue to exist. The Spanish Government has agreed to publish in the official Gazette an acceptable apology for the indignity to which the German embassy at Madrid was recently subjected by a section of the populace, but express hopes that the claims of Spain to the Carolines will be recognised without relegating the qnestion to arbitration, as the German Government proposed. The contracts which were entered into by the Admiralty with the several steamship companies for the use of some of their vessels as armed cruisers will not be renewed. Mr Gladstone in his manifesto to the electors of Midlothian, referring to a reform of the House of Lords', expresses the opinion that the time is yet distant when it can be expected, and urges that it is necessary to recognise the influence of birth and wealth. He advocates an easy system of land transfer, and that the power to will land should be limited to the next life only. The question oi disrstabhsing the Church of England, ia not he holds, yet ripe for action to be taken. Agrarian outrages are again becoming of frequent occurrence in Ireland. Prince Alexander of Bulgaria has despatched a telegraphic circular to the European powers aud the Sublime Porte, in which he admits the Suzerainty of the Sultan. He further disclaim* any idea of hostility toward* Turkey, and request* the Sultau to* fulfil the wishes of Bulgaria and Sorvia with regard to the settlement of the Reiimelian question. Greece i opposing the proposed ur.i n of Macedonia with Bulgaria.
