AFGHAN QUESTION SETTLED. SPAIN AND GERMANY. [bEUTKES' TELEGRAMS. 1 London, September 6. Lord Randolph Churchill, Secretary of State for India, in the course of an address delivered at Sheffield last night, stated the differences between Russia and England in regard to the Afghan frontier question had arrived at a satisfactory settlement.
Intelligence is to hand stating that on the 21st of August several Spanish vessels arrived at Dnp, one of tho Caroline group of islands, and made preparations to occupy the place. A German gunboat, however, made her appearance en the 24th of August and at once proceeded to land a body of troops by whom the German flag wa« hoisted and the island proclaimed German territory, the Spaniards formally protesting against the same. On receipt of tl>e intelligence at Madrid the greatest excitement ensued. A mob proceeded to the German Embassy where they forcibly pulled down the German flag and removed the arms of that country.
The Bank of Australasia has declared a dividend for the half-jear at the rate of 15 per cent, per annum, aad carries forward and places to reserve a sum of £34.000.
The Frozen meat ex ship Nothumberland from Napier, has been examined and found to be in good condition.
At to»day's wool sale 11,000 bales were catalogued. The tone of the market was still dull.
A case of oholera has been reported to the medical authorities at Cardiff, in South Wales, the patient being a sailor on board a ship which recently arrived from Barcelona.
Received September 8, 1 a.m. Madbtd, September 7. A communication has been received by Senor Canovas del Castello, President of the Council, from the German Government relative to the occupation of Uap, in which Ceunt Hatzfeldt the German Secretary of State for Foreign Affairs, informs him that the commander of the ganbeat has disobeyed orders ia taking possession of Uap. His instructions being not to occupy the Island if on his arrival he found the Spaniards in possession. Count Hatzfeldt in conclusion expresses a hope that* the Spanish Gorernment will continue negotiations with Germany, with a view to a peaceful settlement of the question. Pabis, September 7. Cholera is again spreading in the south of France. It has made its appearance in the department of Herault.
