PROSPECTS OF PEACE GOOD. THE STANDARD ATTACKS LORD CHURCHILL. [bEUTEB's TELKOBAMB.I London, .July 31. Speaking in the House of Commons, Lord Randolph. Churchill, Secretary of State for India, announced that railway materials were being accumulated at Quettah, in case it should become necessary to extend the line in the direction of Candahar.
The Standard to-day contains an article violently attacking Lord Randolph Churchill, whose ignorance and incapacity, the writer declares, are ruining die Conservative party. London, July 22. The situation between England and Russia is regarded as peaceful in character. The Emperor of Russia has issued orders strictly forbidding the troops on the Afghan frontier from taking any aggressive action. July 27.
The Russian Government are endeavouring to delay decision being arrived at with England on the frontier question. Their motive is stated to be the close proximity of the Parliamentary general election in England. They entertain a hope that the Conservatives will not come back with a majority. The Russian authorities have signified their willingness to withdraw the troops from the Zulfikar Pass pending the completion of negotiations regarding that place. Russia, however, expressly stipulates that, in the event of their troops being withdrawn, the Zulfikar Pass must not be occupied by the Afghans. • .
