Russian Police

Four of the prisoners implicated in the alleged frauds at Kertch have, according t* a correspondent, been arraigned before the Chief Criminal Tribunal at Odessa on a separate charge. The prisoners are i Mainovski, police master; Volski, chief ! inspector of police ; Yeserski, secretary |to the police master ; and cbii-f gaoler Metelino. The evidence adduced in this case discloses an extraordinary scandal.

The names of some hundreds of prisoners were duly entered on the police records as serving itheir various terms of imprisonment, but in reality these prisoners were all secretly liberated on payment. In •oe instance cited several of the released convicts, with the concurrence of these officials, broke into the suburban dwelling of a young married couple. The man was murdered ia his sleep, the woman escaped with some grievous wounds on the head. The Chief Inspector of Police* Volski, now appeard en the scene, and had the unfortunate women conveyed to the hospital. She, believing in the demonstration of sympathy and indignation of the inspector, entrusted him with the sum of 1500 roubles which she had saved from the murderous and plundering gang, until she was convalescent. The woman recovered rapidly, and returned to find her house a heap of rutned walls. The police, probably believing her recovery impossible, had sold everything on the premises, and made a wreck of the house. Confronted with the Inspector of Police this poor woman was threatened with imprisonment, and her deposit of 1500 roubles with him was repudiated. Every hotel and publicliouse in Kertch was compelled to pay a monthly tribute to those officials.
