It is announced that tho Russian Go rernment have put forward a claim to occupy the Zulfikar Pass, alleging as a reason that the shortest road between the Russian position at the R*bat and Meruchak Passes lies through that Fais. It is also announced that Russia now wishes the delimitation enquiry to tlaki place on the Afghan frontier, and not in London. It i* announced that the English Afghan Boundary Commission has encamped at a distance of 17 miles north of Herat. The Journal de St. Petersburg, in an article to-day on the movoments of the Russian troops in the vicinity of the Zulfikar Pass, states that they are of an unimportant character, and adds that Russia will do nothing likely to compromise the proKcnt negotiations for a peaceful settlement of the frontier questioa. Received July 21, 0.45 a.m. St. Petkbsbubg, Jnly 20. The Russian Press generally regard the Russian advance as due to fears of an Afghan attack on the part of General Komaroff, who, it is stated is completing preparations for assuming the defensive without occupying the defiles commanding the Zulfikar Pass. London, Jnly 20. The Standard this morning expresses the belief that Russia is to receive Mercuhak in return for waiving her claims f the Zulfikar Pass.
