A Koyal Commission haa been appointed to examine and inquire into the cause* of the present depression in trade in England. Later intelligence from Annam states tbat General Courcey, who is in command of tho French troops has arretted the i Regent ef Annam. The French Government have ratified the Egyption Convention. Votes of thanks will shortly be passed by Parliament to Kew South Wales and the othrr colonies for their offers of men for the Soudan, aad suitable rewards will be made mad* to the members of the Contingent for their serrices. Thirty thousand pounds have been voted to the Princess Beatrice by Parliament. Mr Gladstone has endorsed the Afghan policy laid down by the Marquis of Salisbury. A no-confidence motion tabled by Sir Wilfred Lawson against the new Ministry has failed completely. The University College at Aberystwith, Wales, has been completely des* troyed by fire. The cargo of frozen neat ex ship Opawa is selling at s§d per lb. Four thousand French troops are to be sent to Madagascar in compliance with Admiral Miot's request for further reinforcements. The Marquis of Salisbury's policy has heen favourably commented on by the St. Peterbure and Continental Press. In the House of Commons- to-night Sir Michael Hicks-Beach, Chancellor ot the Exchequer, brought down the financial proposals of the new Government. ! He announced that suspension would be •xtended to the Sinking Fund, and that Treasury Bills to the extent of £4,000,0 0 had been issued. In other respects he was prepared to adhere to the scheme formulated by Mr Childers in his recent statement when Chancellor. Sir Michael Hicks-Beach informed the House tkat out of the extraordinary vote of £12,000.000, £10,000,000 had already been expended. Caibo, July 9.
