MR GORST'S APPOINTMENT CONFIRMED. [bBUTEBS TKLEOBAMB.I London, June 30. Mr Gladstone has issued a written address to the elector* of Midlothian, in which he explains that his duty to the Liberal part/ obliges him to seek reeled ion at the hands «f his constituents. Mr Watts. A.R.A... has declined the baronetcy which was offered him. It v definitely announced that Mr Gorst, Q.C., M.P. for Chatham, has been appointed Solicitor-General in the new administration. The re-election of Lord Randolph Churchill, consequent on his appointment as Secretary of State for India, is being opposed b? the Conserratirex (P). Lord Bury has been appointed Under* Secretary for War. A modifying scale of rates to be charged on vessels calling and sheltering at Albany, Western Anstralia, has been sanctioned. Mr Gladstone has intimated that he will not retire from political life at present, and further, that he will support the Marquis of Salisbury as far as possible. I
