Buckland, Guinness, O'Connor, Bevan, aid Pyke opposed the alteration, and Mr Hanlin supported it— the latter, however, stating that lie did so simply because yesterday the majority of the House had declared in favour of # the alteration — the amendment; was lost by 42 to 32. > - a --* n Sir George Grey hoped that the House would not adopt the report, but thought the matter ought to have'Ven allowed to stand over until next session, as the question was too important to be hastily deposed of. - If lie report was not postponed till next session, some delay should be made to enable honourable members to come to satisfactory arrangements. Mrßarron pointed out that a.similar report had been brought up eight months ago, and, therefore, that members had had sufficient time U understand it. .. ...... The Premier: said the carrying of the motion would entail more work on th© Government ; therefore, in supporting it, honourable members would allow that it was not with any desire to shirk work. ; . • . ' . . ; ,; ; . Mr Seddon moved the previous motion, and said he could see no reason for the change. >. On a division being taken, there was a tie, and as the Members seemed to be puzzled, the Speaker said he would allow another division to be .taken without debate. ; : He then put the motion that the I report be now. affirmed, with the following result t— Ayes, 38; noes, 87. . It was only mocking the colony to say there were." ~N© reason was given for the|increaße of taxation. jHe was sure that the governing local bodies scheme would be a, failure, and that the proper sy^tom for aiding local bodies xnust be something similar to the provisions of the Boad and Bridges Construction Act. \ Sir Julius Yogel Mid tbe't itimates this year showed a surplus of £50.000, a large proportion of which wai linparred by defence expenditure. He thought' the last speaker did not qiule understand the question of conversion. He thought tbe only plan wbich would ensure a good ■jstem of local government was t* place the responsibility of expenditure into the hands of the local bodies, and if there wan any abuse they would have to suffer. He appealed to the House to look at their | policy on a broad bams. Government had dealt with all questions to tbe best of their ability, ana had brought' dowa their proposals holdly.
