This to the bona fide settler who necessarily improves bis land is equivalent to allowing the whole of the purchase meney to remain on mortgage at 7 per cent., or arrangements can be made with the agent by which improvements to be effected within oae year can stand in the place of the 25 per cent, deposit (timber sections excepted).
