[bEPTEBS TELEOEAM3.] Eeceived May 12, 1.5 p.m. London, May 11. In the House of Lords to-day, Earl Granville Secretary of State for Foreign Affairs, announced that a conference had recently taken place between M. De .Staal, the Bussian Ambassador to England, M. Lessar, the Bussian' Commissoner, Earl Kembuley, the Secretary of State for India and himself and that the conference have resulted in an agreement on the Afghan frontier question, whioh was perfectly satisfactory to both England and Russia. Earl Granville added that Lord DufEerin, Viceroy of India, concurred entirely in the arrangement that they had come to.
