[bbutebs telegbams.l I London, April 80. The Melbourne mails of March 20th, ria Naples, per Orient Company's R.M.S. i Chtmboraze, were delivered here to-day. The sittings of the Western Pacific Commission came to a close yesterday. The report of the proceeding is expected shortly. The Australian Federation Enabling Bill passed through committee of the House of Lords to-day without amendment. Mr Childers, Chancellor of tho Exchequer, delivered his budget statement in tke House of Commons to-day. He announced that the revenue for the past financial year amounted U £88,050,000, and the expenditure to £89, 1 00,000. The revenue for the current year was estimated at £85,000,000, and the expenditure at £88,750,000, exclusive of Naval and Military credit— £ll,ooo,ooo. He estimated the deficiency at the end of this year at £14,900,000, and to cover this he proposed to increase the income tax U eightpeace, the duty on spirits by t*o shillings, and on beer by ene shilling, and to suspend the Public Debt Sinking Fmnd. April 29. The shareholders ef the Orient Steam Navigation Company have declined to appoint an inspection committee, and the directors' report, which recommended that bo dividend be declared this year, was adopted.
