The semi-official organ of the Government Journal Petersburg, com- ' menting on Komaroff's explanation of the Afghan,, incident, is inclined to allow that the action of the Russian commander was prompted by aggressive motives. London, April 10. It is reported that the Government demand the disavowal by Russia of the action taken by General Komaroff in engaging the Afghans, and also insist upon the return of the Russian forces to their former position. The Times and Standard insist on the retirement of the Russians from fhe disputed territory, otherwise war will result. It is believed that 70,000 Russians Are advancing frojn Askabad,_.a fortified^ town '_••, belonging to Russia," in '.Central' Aeia,' £ *;. t J "' _. . •■"•• : _ 'A. ' Mr ' Gladstone staled that; the Russian Government have admitted the attack. Reports received from Sir Peter Lumsden, the English Frontier Commissioner, show that the Afghans did not advance after the 17th of March, but the Russian tfoops still continued to advance, and incited the Afghans to attack them by passing through their pickets. The British, officers who were present twice explained to the Russian commander on the 14th Of March the nature of the agreement arrived at between England and Russia. It is expected in event of war between Russia and England, Turkey will reinaatf neutral. It is now found tha.t Russia demands the Afghan frontier boundary shall be extended southwards. Naval and military preparations in England and Ind_4 are being hurried oh.
