In the House of Commons to-day Lord ,' Harrington confirmed the announcement | that the proposed increase ia the British | army would consist of fifteen thousand men. Mr Edmund Yates, proprietor of the World, has been released from Holloway gaol. The French have sustained casualties at the hands ot the Chinese at Fuyenguyen, losing 300 men. In the House of Lords to day Earl Grnnville, in reply to questions, stated that the Government have no information regarding the reported lowering of tbe British Flag at Victoria on the Cameroon! by the Germans, and that he was convinced that Prince Bismarck's present attitude will prevent any trouble in West Africa. There is considerable excitemeet in Shanghai in consequence of the French fleet overhauling English and American steamers. Russia, has offered to abandon her claims to the hills bordering on Herat* provided that she r is allowed to retain possession ef the recent seizures of territory in that neighbourhood. The Economist has published an article in which it makes severe reflections upon the published correspondence between the Government of New South Wales and its bankers, disclosing the methods which the Bank of New South Wales resorted to in order to float loans for the colony. Karl Granville has published a letter announcing that the friction with Ger> manj has ended in an amicable understanding having been arrived at with Count Herbert Bismarck in regard , to the English blue book on Pacific affairs. New Zealand is opposing the intro-, duction of the Federation Enabling Bill on the ground that it ia an interference with the autonomy ef the colonies. Ntw Zealand Consols have advanced \\, owing to the conversion of New Zealand stock. The Oriental Bank liquidator will pay an instalment of the Victorian claims toamorrow amounting to £220,000, and a similar amount will be paid next year.
