The Daily Ncwx to-day states that official dispatches received from St. Petersburg strengthen the hopes of an amicable settlement being arrived at between England and Russia on the Afghan frontier question. Received March 10, 1.10 a.m. London, March 9. In connection with the Anglo-Russim difficulty it has transpired that the Government has decided on the immediate withdrawal of the Russian troops from beyond the Afghan frontier. The situation is generally deemed to '»c most critical, and active warlike preparations are now proceeding, both in England and Todia in view of possible hostilities. The Porte has offered t > conclude all offensive and defensive alliance with England in the event of an embroglio with Russia. Latest telegrams from Central Asia report that the Russian troops are being moved southward from the Caspian Sea in considerable numbers.
