Received March 6, 11.30 a.m. London, March 4. Diplomatic relation! between England and Germany at the present time are somewhat strained in consequence of the contents of the English Blue Book. Bismarck, it u underttood, complains of the publication. The Detsche Zertung, referring to the English Blue Book, says its publication was malevolent, and can onlj put an tad to all confidential parleying. ___^_^^____ I
