Earl Derby, Colonial Secretary, will shortly introduce an Enabling Biil for I Australian Federation in tlio House of Lords. • The Prince of Wales will visit Ireland in April. Mr J. C. Since the fall of Khartoum, and the news of General Gordon's death, public indignation against the Gladstone Ministry has been freely expressed. In the House of Lords the Earl of Carnarvon warmly eulogised the offers of the colonies to send troops to the Soudan. A Blue Book on JN'ew Guinea and the Pacific Islands which has been issued shows that in January Earl Derby telegraphed to Lord Augustus Loftus that it was intended to declare British dominion over all tern lory in New Guinea and neighboring islnnds included in the protectorate. The papers further show that this month Earl Granville informed the German Minister at London that if the GermanSamoan agreement of November last was ratified, it would be necessary for England to conclude a similar arrangement with King Malictoa for the benefit of the Uritish subjects at Samoa.
