Feilding Borough Council.
An adjourned ordinary meeting of the Council was held in the Council Chambers last evening. Present— The Mayor and all the Councillors. The minutes of the last ordinary and special meetings were read and confirmed. The Mayor said that with reference to Mr Hankins' costs in the late action he was not yet in a" posiiKafflo give a definite report. He read a letter from Mr Hankins re the r refusal' of the District Judge to grant his application for a new trial. - -~~:~"~ »'" A report from the Finance Committee recommending the payment of accounts amounting to £235 7s 8d was read and adopted. - .-. ■■ <7 A report of the Inspector of Nuisances was read, ,and was satisfactory, with the exception of a nuisance exist--ing near the Empire hotel. .-. A return from the Borougn PonjMikeeper was read, but was of little importance, owing to the poiind having been closed for some time pending the coming into force of the new Impounding Act. : V ..^ The following financial statement of the Public Dibrary for the.year ending December 31, 1884, was; reafd: — Receipts^ — Rates collected,' £29 lid; subscriptions and fines, £22 r los 9d; Government grant, £19 Is lOd; balance, £47 8s Id. Expenditure — Balance 31st December, 1883, £38 13s 8d; librarian, including fires and lighting, £32 6s 6d; rent, £19^ 2s Bd\ papers and periodioals, £17 0s 9d; printing, £4 15s; furniture, £6 9s; total, £118 7s 7d. , It was understood that the Clerk would give the necessary information at the next meeting. Or Carthew moved, and Cr "Worsfold seconded, That the Mayor or Chairman of the Public Works Committee be empowered; in cases of emerjre'iicy to take what steps they think fit without consulting the Council. ' ! Resolved, That, the Mayor and Engineer be instructed to obtain an early interview with 'Mr. Macarthur re the diversion of- the Kiwitea stream.
Cr Fowles moved, and Or Carthew seconded, Thiat the amount of dog tax be fixed at I,os per dbg. Cr Loudon moved, and Cr Qichard seconded as an amendment, That the tax be 10s per dog with the' exception of sheep; dogs, and that for these it be 5s per dog. -The amendment was lost, and the original motion on being put was carried.
Cr Nicholas explained his action .with reference to filling > tip a water hole -.. near his property in King street. He had consulted with Crs Richardson and "Worsfold on the matter, jwho fully agreed with him that a public nuisance existed, .and ought to he. abated. /"'.The cost had been £2 10s to himself, and about the same to! the Council! He referred to the subject • as a letter has appeared in the local paper from a. correspondent taking exception to the action taken in the matter. ■ ■ •■• ; <; ' "-'■'■'' ""■'■'■- \ ' The Mayor-said he was very glad to hear Cr Nicholas' . explanation of this "matter^ as he had. Heard, a great many adversec'iiticisms made upon it. i Resolved, 'That the next meeting of the Council beiield on Thursday 19th i inst at the same hour aid place. After the 'reading qi the rough minutes Or Gfoodbehere said there was one matter that had been overlooked. :,..■ He '. then i reported 1 to ■ the Council the result of ihe- Blackmore trial, viz., . that judgment had been given for the plaintiff for £40 damages, and costs £31 155., 4 . is . On ' reference l being made to one of the resolutions passed, it" was further resolved, That the date: of the appointment and discharge of the inspector for Manchester street, bridge be left in the hands . of the Borough) . Engineer and that, the inspector be under the direction of the Engineer. . 'At this stage a letter was handed to the Mayor from Mr Graff, applying for the inspectorship of the work at Manchester street "bridge. : The Mayor .and. one or two Councillors regretted this letter had not been handed in before the matter had Tieen discussed and the resolution passed, on it. The Council then adjourned.
